What long-term care (LTC) system does Bizkaia want to transition towards? That was the central question of this forum, held on 9 June 2026 at NIC with the participation of various key stakeholders from the region.

The forum brought together professionals from policy planning, service provision, research and innovation in long-term care, alongside representatives of people with care needs and informal carers. The World Health Organisation, the Social Information and Research Service (SIIS) and the London School of Economics and Political Science (LSE) also participated.

The session was organised around the preliminary results of the evaluation study of Bizkaia’s long-term care system, and used the theory of change methodology to identify the system’s objectives, current gaps and priority interventions. The work was carried out in small groups and in plenary discussions, with the aim of building a shared map of the direction the system should take and what actions are needed to get there.
