European Regional Development Fund – ERDF

The ERDF will enable the development in Bizkaia of projects including digitalisation, cycle paths, forest fire prevention and the reforestation of hillsides with native species, worth 62 million euros, co-financing 40% of the investment made by the Bizkaia Provincial Council.

Basque Country ERDF Programme 2021-2027

The Basque Country ERDF Programme 2021-2027 sets out the strategy of the Autonomous Community of the Basque Country aimed at promoting social, economic and territorial cohesion with the support of the European Union. This programme is structured around 2 Policy Objectives and 7 Specific Objectives. Bizkaia Provincial Council participates in both Policy Objectives through projects included in 4 of the Specific Objectives. In particular:

Objectives

  • Policy Objective 1. A smarter Europe through innovation, digitalisation, economic transformation and support for small and medium-sized enterprises.

    SO 1.2. Harness the benefits of digitalisation for citizens, businesses, research organisations and public authorities. In this Specific Objective, Bizkaia Provincial Council will carry out actions to digitalise public services and develop e-government systems.

    A more competitive EU

  • Policy Objective 2. A greener, carbon-free Europe that implements the Paris Agreement and invests in energy transition, renewable energies and tackling climate change.

    • SO 2.4. Promote climate change adaptation and disaster risk prevention and resilience, taking into account ecosystem-based approaches. The actions proposed by the Provincial Council will focus on the prevention of forest fires to adapt to the risks derived from climate change.
    • SO 2.7. Strengthen the protection and conservation of nature, biodiversity and green infrastructure in urban areas and reduce all forms of pollution. Under this Specific Objective, conservation and restoration actions will be promoted in the mountains of Bizkaia through the recovery of native species.
    • SO 2.8. Promote sustainable multimodal urban mobility, as part of the transition to a net zero carbon economy. The Provincial Council will promote sustainable mobility throughout the territory through the development of cycling routes that favour citizen connectivity.

Funding applications

Under the Basque Country ERDF Programme 2021-2027, the Directorate-General of Finances, Budgets and Assets of the Department of Treasury and Finances of the Bizkaia Provincial Council, through the Fund Management Service, in its capacity as an Intermediate Body, is responsible for selecting operations at the level of the Historical Territory of Bizkaia.

The selection and approval of operations to be co-financed by the ERDF 2021-2027 in Bizkaia is organised through calls for expressions of interest. This selection method is used for actions carried out directly by public bodies or entities that have jurisdiction in a specific area of public policy that is exclusive to them (departments of the Bizkaia Provincial Council and/or entities and provincial companies attached to it).

Interested bodies may submit funding applications, which will be evaluated in accordance with the operation selection criteria. For this purpose, the funding application form and the evaluation criteria for the selection of operations are provided.

Once the funding application form has been completed, it must be sent to the Fund Management Service via the mailbox dg.union.europea@bizkaia.eus.
