Anti-fraud measures

The Bizkaia Provincial Council, as the implementing body of the RTRP, wishes to comply not only with the provisions of Ministerial Order HFP/1030/2021 of 29 September, which establishes the management system for the National Recovery, Transformation and Resilience Plan, but also goes further and seeks to comply with the requirements of the RRF Regulation, which references the design of a system that includes adequate measures to protect the financial interests of the EU. This is why the Bizkaia Provincial Council’s Plan of Measures is intended to prevent, detect and correct systemic irregularities as well as fraud, conflicts of interest and corruption.

  • Institutional declaration on the fight against fraud

    With the aim of strengthening the integrity framework of the Public Sector in Bizkaia, the following institutional declaration on the fight against fraud has been issued.

  • Anti-fraud plan

    Resolution of the Director General of Finance, Budgets and Assets updating the Integrity, Managementa Risk Prevention and Anti-Fraud Measures Plan of the Bizkaia Provincial Council in projects co-financed by the European Union.

  • Code of Ethics and Conduct of the Bizkaia Provincial Council

    The purpose of this Code of Ethics and Conduct is to establish the ethical principles to be respected and to specify the rules of conduct in which these are reflected and which must be adopted by provincial public employees in all professional activities relating to the exercise of their functions.

  • Conduct guidelines for senior officials

    The Conduct Guidelines are designed to help ensure that senior public officials perform their duties with integrity, transparency, impartiality and responsibility, promoting a model of governance based on the creation of a culture of good governance.

  • Code of Ethics and Conduct on risk management in the management of European funds

    The Code of Ethics and Conduct arises from the need to ensure sound financial management in protecting the financial interests of the EU and the shared responsibility of both the European Commission and the Member States to ensure that their actions are geared towards combating fraud and other illegal activities that could cause harm in this regard.

  • Creation of the Risk Prevention Committee

    Provincial Decree 10/2024, of 1 February, of the Bizkaia Provincial Council, amending Provincial Decree 114/2022, of 27 September, which establishes and regulates the Risk Prevention Committee within the framework of the “Integrity Plan, Management Risk Prevention and Anti-Fraud Measures of the Bizkaia Provincial Council in projects co-financed by the European Union”.

  • Procedure for managing and investigating the internal reporting channel

    With the entry into force of Provincial Decree 75/2023 of 6 June, a single internal reporting channel has been established, named the Internal System for Reporting Regulatory Violations (SII) and for the protection of whistleblowers. This new channel has a broader scope and complies with all the requirements and guarantees established in Law 2/2023 of 20 February, regulating the protection of those who report regulatory infringements and the fight against corruption.
