In order to receive financial support under the Recovery and Resilience Facility, European Union Member States have produced national recovery and resilience plans. The Spanish Recovery, Transformation and Resilience Plan sets out a comprehensive agenda of investments and reforms, specifying the goals, objectives and indicators for monitoring and control.

The Plan is structured around ten flagship policies that will have a direct impact on those productive sectors with the greatest capacity to transform our economic and social framework. The ten flagship policies, in turn, are made up of 30 components or lines of action divided into 102 reforms and 110 investments.

The Recovery, Transformation and Resilience Plan (RTRP) is mainly aimed at residents in Spain and Spanish companies. It also targets the bodies of the General State Administration, Autonomous Communities and local entities as well as any other public sector entities, which will also be responsible for managing the RTRP.
