PURPOSE

To subsidise the vineyard restructuring and conversion plans for the production of grapes for winemaking, with regard to vineyards located in Bizkaia and in the municipalities that come under the Bizkaiko Txakolina Designation of Origin.

TYPES OF AID

Collective and individual plans

In order to access the subsidies, a Restructuring and/or Conversion Plan must be submitted which contemplates the actions to be undertaken and the schedule envisaged. Plans may be either individual or collective, and must have a maximum duration of 8 years.

The plans must be approved by the Regional Government of Bizkaia, which will apply the following priority criteria:

  • Collective plans over individual plans.
  • Plans with the greater number of young farmers and farmers whose main occupation is farming.
  • Areas where action will be undertaken.

The percentages of aid to be applied are:

  • Percentages for individual plans: 42,5% of costs shown in the table in annex II to the Regional Order.
  • Percentages for collective plans: 50% of the costs shown in the table in annex II.

Surface area:

The minimum area to be restructured will be 10 ha for collective plans and 0.5 ha for individual plans. The maximum area to be restructured will be 25 ha per winegrower per year. Collective plans must have at least 5 winegrowers.

Period of execution:

Vineyard conversion and/or restructuring subsidies shall be deemed ended upon completion of all measures contemplated in the plan in the entire plot. The measures to be implemented in each plot must be completed within 5 years

1-Aid for varietal conversion.

Covers the conversion of an entire vine variety in a vineyard using the top grafting technique. The minimum area to work on will be 100 m2.

Amount:

The amount of the aid is calculated by applying the relevant percentage to the amounts shown in the table in annex II to the Regional Order. Any compensation for loss of income during 1 wine year may be added to this amount.

2-Aid for the transformation of vineyards from low bush vines to trellis.

Aid will cover the actions and materials required to raise the vines from a low training system to a trellis. The minimum area to work on will be 100 m2.

Amount:

The amount of the aid is calculated by applying the relevant percentage to the amounts shown in the table in annex II to the Regional Order. Any compensation for loss of income during 1 wine year may be added to this amount.

3-Aid for the restructuring of vineyards.

Restructuring of vineyards is understood to mean the operations required to replace one or several vineyards for the planting of another vineyard or vineyards on an equivalent area with the purpose of improving the varieties and/or the vine training system.

Aid may be applied for with regard to the following costs, considered overall:

  • Uprooting of vines.
  • Planting of vines.
  • Other actions: terracing, stone picking, soil disinfection,...

Surface area:

The minimum area of each of the plots to be restructured shall be 100 m2.

The minimum area of each plot after restructuring must be 0.5 ha. However, if the number of plots after restructuring is below 80% the number of initial plots, the minimum area of each restructured plot may be reduced to 1,000 m2.

Amount:

The amount of the aid is calculated by applying the relevant percentage to the amounts shown in the table in annex II to the Regional Order. All planted vineyards will be eligible for benefits for Cultivation Costs up to a maximum of 2 wine years. In the case of delayed uprooting, any compensation for loss of income during 2 wine years may be added to this amount.

4- Aid to compensate for loss of income.

The annual compensation for wine growers who opt for the re-conversion and restructuring plans will be 25% of the average value of the grapes in the Historical Territory of Bizkaia for the last three harvests.

Compensation shall be paid during two wine years, except in the case of top grafting and transformation from low bush vine to trellis, where it will be paid for one wine year only.

BENEFICIARY AND HOLDING REQUIREMENTS.

Beneficiaries of this aid must be the owners of wine-growing holdings located in the Historical Territory of Bizkaia, and meet, amongst other, the following requirements:

  • Must be registered in the Register of Agricultural Holdings of the Department of Agriculture of the Regional Government of Bizkaia.
  • Must be registered in the Viticulture Register of Bizkaia.
  • Must be registered in the Vineyard Register of the Bizkaiko Txakolina Designation of Origin.
  • All plots must be regularised in compliance with the provisions of the current wine-growing legislation.

The following are not eligible for aid:

  • Vineyards that have reached the end their natural life.
  • Actions that have benefited from subsidies in the last 10 years.
  • Renovation of vineyards that have been planted pursuant to the granting of new plantings according to the quota allocated to the Historical Territory of Bizkaia, until 10 years after such granting.

COMMITMENTS AND OBLIGATIONS.

Under no circumstances may the plans increase the production potential of the area affected.

The areas that come under a plan must remain cultivated for at least 10 years.

Only the following varieties may be used under the plans:

Ondarrabi Zuri, Ondarrabi Beltza, and any other such varieties as may be authorised by the Department of Agriculture of the Regional Government of Bizkaia.

The use of rootstocks or certified material is mandatory.

Actions must be carried out in compliance with the periods and deadlines envisaged in the approved plans, and beneficiaries must undertake any responsibilities that may derive from the carrying out of such activities. For collective plans, the responsibilities will be on the principal holder.

Any modifications, alterations or any other circumstances that may arise must be notified to the Department of Agriculture of the Regional Government of Bizkaia.

PROCESSING.

The plans must be submitted for approval to the Agricultural Service of the Regional Government of Bizkaia, accompanied by the relevant documents, and the application forms published in the annexes to the Regional Order 1525/2005 of 16 March 2005.

DATES AND DEADLINES FOR SUBMISSION OF APPLICATIONS.

Application for approval: Applications for approval must be submitted prior to 1 June of each year.

Application for payment: The time limit for applications for payment under the re-conversion and restructuring plans approved for the 2007/2008 harvest will be between 11 March and 30 April 2008.
